Yes, the Thunderbolt dock charges the laptop. It comes with a power delivery feature that charges the host device it is connected to. The docks come with a range of power delivery,  a good power delivery would be one that ranges between 60 W to 65 W but there are docks that also have 85 W of power delivery.
